To level up your characters in Genshin Impact, you'll need experience resources. However, after you hit specific level thresholds, such as level 20, you'll need to Ascend those characters using things discovered in the environment. Here's where you can locate the Jueyun Chili.
The Jueyun Chili can be found "in the wild," but there are a lot of them in one place: Qinqce Village.
You just need Jueyun Chilis for cooking and Ascend Xiangling, the most powerful but most difficult to obtain of the free characters. You'll need access to the Liyue area to find Qinqce Village, but unless your Wishes were good, you probably unlocked Liyue before Xiangling. If not, continue reading until you reach the new region.
You will come across some Jueyun Chilis on your first mission with Xiangling in Monstadt, but you will not want to cultivate them. Go to Qinqce Village in Northwest Liyue instead.
There are two teleport sites in Qinqce Village, and between them you'll locate all the Jueyun Chilis you'll need. They emerge in threes, linked to stalks growing out of the ground. They won't be found in the fields, so look among the bushes, along the cliff edges, and near the river. They can also be seen poking out of the grass, so keep an eye out for their distinctive red color. We've discovered 20 or more in a single visit, so you shouldn't have any difficulty filling your pockets.

You can Ascend Xiangling to the next level after you acquire the appropriate amount of Jueyun Chilis and the other resources.
